Summary
This agenda item requests City Council approval of a Developer Participation Contract with TAWR Property Owner, Ltd. for the increased sizing of a wastewater line to serve the Tacara Development from Weiss Lane near East Pflugerville Parkway to the Tacara development just north of Jesse Bohls Drive. The Developer proposed to construct the sanitary line to serve the development, and was agreeable to the City’s request to increase the sanitary sewer line to serve a greater area. The proposed contract includes the increase in size of the proposed sanitary sewer line from eight-inch (8 in) to eighteen-inches (18 in) diameter. The proposed oversizing will accommodate planned growth in the wastewater service area, and accommodate treatment process discharge from the Water Treatment Plant Expansion project. This project is supported by the Infrastructure pillar of the Strategic Plan.

City will reimburse the developer for the additional public improvements that are proposed to be constructed by reimbursing the costs to the Developer. In turn, the Developer is willing to include the design and construction of the additional public improvements, and has funds appropriated and available to do so and is willing to be reimbursed by City. In the future, if any amendments are required, staff will bring these forward for Council consideration.

The costs covered in the Contract include the following: subsurface utility engineering, design updates to increase the pipe size from 8 in. to 18 in, and construction costs for the difference from original to the proposed and final size.
