Authorizing the City Manager to proceed with purchasing of hardware and consulting services for Supervisory Control and Data Acquisition (SCADA) Wireless Communications Plan by Parker’s Choice Consulting in the amount of $69,661.00 using The Interlocal Purchasing System (TIPS) cooperative contract.
Summary
SCADA Wireless Communications Plan began in FY20. This plan was created to provide wireless communications between water and waste water sites.
Phase 1 (FY20) allowed radio towers to be placed at 6 elevated structures to communicate point to point wirelessly using 18GHz links. This provided the backbone of the infrastructure. Phase 2 (FY21), which is nearing completion, placed additional wireless points at 28 remote water and water waste sites using the Citizens Broadband Radio Systems (CRBS) band. Once activated, it will allow for private, secure wireless connectivity to run throughout the city, providing infrastructure needed for SCADA and Advanced Meter Infrastructure (AMI) initiatives.
This agreement is to provide ongoing consulting services to maintain support of the SCADA Wireless Communications Plan, annual costs for Federal Communications Commission and Spectrum Access System (SAS) filings, and to provide hardware spares in the event of equipment failure.
Prior City Council Action
City Council authorized the SCADA Wireless Mesh Backup and Infrastructure plan as part of the FY20 budget on September 24, 2019.
City Council authorized professional services with Parker’s Choice Consulting for SCADA Wireless Mesh Backup and Infrastructure plan phase 2 on January 12, 2021.
