Summary
This agenda item requests approval of a Professional Services Supplemental Agreement with Freese and Nichols, Inc. in the amount of $223,306 for environmental, project management and permitting services associated with the Secondary Colorado River Raw Water Line Project. This item supports the Infrastructure Pillar of the Strategic Plan.

The Secondary Colorado River Raw Waterline project will include improvements to the Colorado River Intake Pump Station (Package 1 and Package 2) and approximately 15 miles of 42-inch water pipeline (Packages 3 and 4), to allow for increase transfer in water supply from the Lower Colorado River Authority (LCRA). The City through a revised agreement with LCRA has increased its annual allotment from 12,000 acre-feet per year to 24,000 acre-feet per year.

This Agreement provides professional environmental, project management and permitting services, Environmental services will include performing acoustic monitoring surveys for the federally proposed endangered tricolored bat to determine potential project impacts to the species and its habitat from tree/vegetation clearing associated with the Project. These surveys may be needed to ensure the Project is in compliance with Section 404 of the Clean Water Act and the Endangered Species Act, and FNI would confirm this with the U.S. Army Corps of Engineers (USACE) and U.S. Fish and Wildlife Service (USFWS) prior to survey mobilization.
