Approving an agreement accepting extraterritorial jurisdiction (ETJ) property from the City of Round Rock and authorizing the City Manager to execute same.
Summary
This agreement with the City of Round Rock resets the ETJ boundary with the City of Pflugerville so that the affected parcels are contained within one jurisdiction. Round Rock will release three parcels totalling 7.419 acres from their ETJ. The action was initiated by the owner of Parcel 1 who seeks to develop the property, the majority of which is already in Pflugerville's full purpose city limits. Round Rock holds the Certificate of Convenience and Necessity (CCN) for water and wastewater, but has no utilities that serve the parcels.
Upon approval of this agreement and disannexation of the property by the City of Round Rock, Pflugerville will accept the parcels into its ETJ. Pflugerville anticipates a petition requesting annexation at that time. As a result of the change in jurisdictional boundaries, staff recommends the Master Transportation Plan be amended to show the extension of Kenny Fort Blvd. south of SH 45 if Round Rock demonstrates that it is acceptable to TxDOT due to the road's proximity to the Mokan Corridor.
This agreement has been reviewed and approved to form by legal counsel representing both cities.
