Title

Authorizing the City Manager to respond to the Texas Water Development Board's (TWDB) invitation to apply for the State Fiscal Year (SFY) 2011 Clean Water State Revolving Fund (CWSRF) Mainstream Funding for the Wilbarger Creek Regional Wastewater Treatment Facility and Wilbarger Creek Interceptor and Reuse System projects.

 

Summary

Earlier this year, City staff submitted a preapplication to the TWDB for consideration of funding through the CWSRF for these two projects.  The preapplication included project information that describes the City's existing wastewater facilities, the City's needs, the nature of the projects including project cost estimates.  The TWDB used this information to rate each proposed project and place prospective projects (statewide) in priority order on the project priority list in the TWDB Intended Use Plan.  A fundable projects list is established and applicants are notified and invited to submit complete appications within three months of the date of the invitation letter.  An invitation letter was sent to the City of Pflugerville on November 5, 2010, inviting the City to apply for funding for both projects.

 

Status

Both projects are currently under design.

 

Deadline for City Council Action

The deadline for response to the TWDB invitation is December 6, 2010. This action must be taken at the November 23, 2010 meeting.

 

Projected Future City Council Action

Council approval of the projects is anticipated.

 

Fiscal Impact

Since the interest rate for the CWSRF is 1.3% below market rates for a 30-year term, the Finance Department has estimated a savings of up to $10,000,000 over the life of the proposed financing.

 

Staff Recommendation

Staff recommends approval of this action to proceed with the application submission to TWDB.
