Discuss and consider action to approve the purchase of virtual server hosts and enterprise storage infrastructure utilizing Texas Department of Information Resources (DIR) cooperative contract in the amount of $1,180,858.62, and authorize the City Manager to execute the same.
Summary
The City’s existing virtual server and storage infrastructure is approaching end of life and requires replacement to maintain operational continuity, cybersecurity, and vendor support eligibility. This environment serves as the foundation for nearly all major City technology systems, including utility billing, permitting, public safety applications, financial systems, and online resident services.
The lifecycle of the current environment was extended by approximately two years to align both with the opening of the new City Hall facility and the planned technology refresh for the Police Department. Coordinating these major infrastructure initiatives allows the City to better synchronize implementation efforts, reduce operational disruption, and maximize purchasing and deployment efficiencies across departments.
Since March 2026 the price of the software has doubled, and the vendor has advised that additional price increases are anticipated if the purchase is delayed further. Although implementation of the equipment is not scheduled until Fall 2027, purchasing the hardware at this time allows the City to secure current pricing, avoid anticipated market escalation, and ensure the infrastructure is available to support future operational needs and the transition into the new City Hall.
