Summary
As the City’s facility footprint expands from approximately 188,000 square feet to more than 500,000 square feet with the opening of new buildings, contracted support will be necessary to manage the substantial increase in space.

Two Requests for Proposals (RFPs) were completed-one for Citywide Facilities and another for the Monarch Recreation Center, both for janitorial services. The Citywide RFP received 17 bids, and the Monarch RFP received 15. Del Sol was selected for both contracts based on their qualifications and competitive pricing.
The contract will include janitorial services for the Justice Center, Public Works, Water Treatment Plant, Animal Welfare Services and the Library beginning October 1, 2026. Services for the new City Hall, Monarch Recreation Center, Public Works, and the Wilbarger Wastewater Treatment Plant will commence as each facility opens. Services will commence after the City provides written notice of facility readiness; this ensures the City is not obligated to pay for cleaning new facilities that have not opened yet. Invoicing is prorated and is based on a building's service start date.
Pricing for year one will be $975,520, for year two $1,257,647, and year three $1,257,647. Three year total of $3,490,814. Costs include all cleaning tools/equipment, chemicals, and consumables. The contract may be terminated with thirty (30) days written notice, and the City will pay the Contractor for services rendered up to date of termination.
