Approving a conditional purchase agreement and associated conveyance documents between Michael and Louise Stubblefield (Parcel No. 4) and the City of Pflugerville as necessary to acquire real property interests for the E. Pflugerville Parkway (Colorado Sand Drive to Weiss Lane) Project, and authorizing the City Manager to execute the same.

Summary
The proposed agenda item requests approval of a conditional purchase agreement and associated conveyance documents between Michael and Louise Stubblefield (Parcel No. 4) and the City of Pflugerville as necessary to acquire real property interests for the E. Pflugerville Parkway (Colorado Sand Drive to Weiss Lane) Project and authorizing the City Manager to execute the same. This item supports the infrastructure pillar of the City’s Strategic Plan.

The E. Pflugerville Parkway Project, approved under the 2020 Transportation General Obligation Bond Program, entails the engineering design, utility relocation and right-of-way acquisition for a future four-lane urban roadway. Design has been completed while utility relocation and right-of-way acquisition remain ongoing. Construction funding has not yet been identified.

As part of the right-of-way acquisition the City is required to obtain four fee simple purchases, two drainage easements and two grading/slope easements within five parcels of land. The City’s property acquisition consultant and city staff negotiated with Michael and Louise Stubblefield for the right-of-way and grading easements necessary for Parcel No. 4. The cost of $52,291.00 was agreed upon, subject to City Council approval, based on appraisals obtained by the City.

Approval of this item will authorize the City Manager to execute the fee simple and grading/slope easement and associated conveyance documents necessary for formal conveyance of the real property interests.
