Approving the selection of CBRE, Inc, Atrium Real Estate Services, Lowery Property Advisors, and Integra Reality Resources to provide On-Call Appraisal Services, and authorizing the City Manager to enter into negotiations as needed.

Summary
The proposed agenda item seeks approval for the selection of four appraisal firms to provide services on an as-needed basis. In March 2025, the City of Pflugerville issued a Request for Qualifications (RFQ) for On-Call Appraisal services, receiving four (4) Statements of Qualifications (SOQs). These submissions were reviewed and scored by City staff. Based on this evaluation, staff determined that all four (4) respondents are qualified to be included in our list of appraisal service providers. These firms will be eligible for projects outlined in the City’s five (5) year Capital Improvement Plan and any other City appraisal needs. Services may include property appraisal, document preparation, and eminent domain support, ensuring compliance with all applicable law and regulations. The term of the contract my be two (2) years with the option to extend up to two (2) times. All selected firms have successfully undergone reference checks.

It is important to note that selection for the pre-qualified list does not guarantee a contract. Each project assignment will be reviewed to match the appropriate firm's expertise and capacity. All professional service agreements related to appraisal services will adhere to City procurement requirements and brought to City Council for consideration.

This initiative continues to support the City's growth and expanding Capital Improvement Plan by streamlining the appraisal process by leveraging pre-vetted qualifications.
