Summary
This agenda item requests approval of a Professional Services Agreement with Raba Kistner Consultants, Inc. in the amount of $90,480 for Construction Materials Testing services associated with the Neighborhood Street Reconstruction (NSR) Package 1A. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the City’s streets and roadways are robust and resilient.

In 2020, City of Pflugerville voters approved a number of transportation projects, including the five streets included in this project. In January 2022 a Professional Services Agreement with Halff Associates, Inc. (Halff) was approved for the design of NSR Package 1 as part of the 2020 Transportation Bond Program (the “Program”). The original grouping of streets in Package 1 included nine streets. During the design phase it was identified that several Package 1 streets were in close proximity to roadways identified for street preservation in the 2023 Public Works Pavement Maintenance Program. To avoid two rounds of construction within the same subdivision, the Package 1 project was divided into separate Packages 1A & 1B.

The Construction Materials Testing services provide a quality assurance and quality control for the project to ensure construction standards are achieved. The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:
