Summary
Request approval to award a construction contract with Patin Construction, LLC. in the amount of $1,895,691 associated with the 15-Inch North Wilbarger Wastewater Interceptor project. This project supports the infrastructure pillar of the City’s Strategic Plan and Comprehensive Plan by providing resilient infrastructure. The project is identified as (WW2202) in the Capital Improvement Plan FY2025-FY2029.

The 15-Inch North Wilbarger Wastewater Interceptor project includes the installation of approximately 1,600 linear feet of 15-inch wastewater pipeline and steel reinforced polymer concrete manholes. This project will extend wastewater service west of SH130 and North of SH45. The project includes open cut and trenchless pipeline installation.

The City began advertising the project utilizing the Competitive Sealed Proposals process on March 26, 2025. A total of 10 proposals were received by the submission deadline on April 25, 2025. Each proposal was thoroughly evaluated and scored by a review team composed of City of Pflugerville staff. Based on the criteria outlined in the Project Manual, Patin Construction LLC has been selected as the best qualified contractor, offering the best value to the City. The contractor provided construction duration of 180/210 calendar days for substantial/final completion respectively. Contractor references were verified. The advertisement and bidding process were conducted in full compliance with the EPA’s WIFIA funding requirements. The recommended contract amount is within the approved project budget. This project is funded by EPA’s WIFIA loan program with Future Debt and/or TWDB funding.
