Approving a construction contract with HOT Inspection Services in the amount of $63,000 for Well 4 and 5 Ground Storage Tank Rehabilitation, and authorizing the City Manager to execute the same.

Summary
The City has two water storage facilities with three ground storage tanks that are in need of rehabilitation of their coating systems. The Well 4 Ground Storage Tank at the corner of Heatherwilde Boulevard and Windermere Drive is used a storage tank for the interconnect between the City and Texas Water Utilities per our wholesale water supply contract. The Well 5 Ground Storage Tank site has two ground storage tanks that allow the City to pump from our aquifers to store for distribution. Both sites are bolted galvanized steel tanks that have a protective coating on them. As this coating has been on the tanks for over 25 years, it is well past it’s useful life.

For previous tank rehabilitations, the City employed outside consultants to develop the technical specifications and be responsible for the bidding and management of the project. Going forward, the City will be making use of our existing CIP Engineering staff to develop a technical specification for potable water storage tank rehabilitations. During the rehabilitation project, the work by the contractor will need to undergo specialized inspections for the coating systems applied and for any welding repairs that need to be completed.

The scope of work for HOT Inspections Services will be to assist the City with the development of the technical specifications for the Project Manual, assisting with the bidding process, and providing technical oversight and inspection of the project once it is awarded. The City has worked with HOT Inspections Services on previous tank rehabilitation projects and they have performed well for City on previous projects.
