Summary
This agenda item requests approval of a preconstruction phase services contract with Core Construction in the amount of $30,000 for the Public Works Complex construction project. City staff and the design architect, Marmon Mok, have been progressing the design of the Public Works Complex to a milestone that requires the City to contract with a Construction Manager At Risk (CMAR) to facilitate the multiple bid packages that are expected for the project in order to keep the project schedule and to optimize the final Design Development (DD) of the Complex.

The Public Works Complex has been designed and is planned to allow for the City to continue to serve residents with the necessary infrastructure maintenance as well as supporting the City’s Capital Improvement Program by providing adequate space for staff currently and at future full buildout of the City. As the Public Works Department currently has 165 FTEs and the majority of them are located within the current Central Wastewater Treatment Plant, it was determined that the current facility is currently undersized for the current and future Public Works staff and is unable to be expanded without impeding the operations of the Central Wastewater Treatment Plant. At current staffing levels, the Public Works Department is leasing 4 mobile construction trailers to provide enough offices for staff across the current complex. This presents challenges for the efficient operation of the entire Department while also not being the most economical decision for the City long-term with the continued growth of the City that brings a growing need for the infrastructure to be maintained.
