Authorize the City Manager to execute a contract with Lonestar Maintenance and Service for the purchase of chlorine for the water treatment plant in the amount of $90.00/cylinder; muratric acid used in water treatment in the amount of $120.00/drum; and, sodium hyperchlorite used in water treatment in the amount of $97.00/drum.

Summary
The City of Pflugerville staff solicited sealed bids for the purchase of water and wastewater treatment chemicals for the next twelve months. Advertisements were placed in the Pflugerville Pflag for two consecutive weeks; notice of the bid was on the City's website for the duration of the bidding process; and Texas Bid System was used to engage additional vendor interest. Texas Bid System is a statewide system that is funded through vendor subscription. A vendor who wishes to be notified for bidding opportunities for certain commodity categories pays a subscription fee. The City places its advertisements for bids at no cost and vendors may visit the site at no cost. Nine vendors submitted bids for the chemicals. The broader exposure to City of Pflugerville bids should increase competitiveness and result in the lowest prices for the City.

Water treatment staff has checked references. Finance staff verified all information regarding insurance requirements. The City Attorney has reviewed all contract documents. The bid document and tabulation sheet are attached to this agenda item.

Deadline for City Council Action
Action is requested on April 23, 2013. The bidders were notified that this item would be considered at this meeting.

Fiscal Impact
The budget for water treatment chemicals is included in the Water Treatment Plant department chemical line item.
