Approving a resolution authorizing the City Manager to enter into a license agreement for the maintenance of the Vine Creek public parkland by the homeowner's association; and providing an effective date.

Summary
Vine Creek is a proposed single-family master-planned development consisting of approximately 147.16 acres of land which includes 506 residential lots. The Vine Creek single family residential subdivision dedicated by plat approximately 34.529 acres of land. On June 16, 2016, the Parks and Recreation Board approved the parkland dedication for Vine Creek in which the developer proposed dedicating parkland and to construct park improvements. The improvements included a playground, over 1/3-mile looped 6’ walking trail, a half court basketball court, a sand volleyball court, various site amenities and a parking lot. All park improvements have been constructed and were accepted.

The Public Parkland Maintenance License Agreement proposes an agreement between the City of Pflugerville and the Vine Creek Residential Community, Association. Per Section 2 of the Public Parkland Agreement, the Association shall be solely responsible for mowing and string trimming the grass and turf areas within the public parkland. The City shall be solely responsible for the installation, maintenance, operation and repair of all landscaping, hardscaping and other improvements within the public parkland. The term of the agreement is five years after which the agreement will need to be revisited.
