Title
Discuss and consider action to approve a contract in the amount of $195,000 between the Pflugerville Community Development Corporation (PCDC) and Ernst & Young LLC for purposes of developing a Comprehensive Economic Development Strategic Plan (3.0).

Summary
The PCDC develops a three-year strategic plan to guide and monitor the economic development progress for the City of Pflugerville. The PCDC has completed Comprehensive Economic Strategic Plans (CEDS) 1.0 and 2.0 and is in the process of developing the next plan - CEDS 3.0. The PCDC Board seeks approval on a contract award for $195,000 with Ernst & Young LLC to include, but not limited to:
1. Meetings and community events with various officials and citizens, to include any necessary presentations;
2. Identify strengths, weaknesses, opportunities and challenges regarding economic development; Identify potential development areas; Review existing research, PCDC and stakeholder master plans, regional strategic plans, and existing relevant programs
3. Prepare and present a final report to the PCDC Board and City Council including recommendations to attract target industries through collaboration and marketing
4. Identify the best method for organizing, funding, and operating a superior city-wide economic development program.

The Request for Qualification (RFQ) proposal was sent out to five economic development consultants on April 10. Five proposals were received on May 1 for final review. Each candidate was evaluated based on the RFQ requirements resulting in three final applicants. Interviews to select the final candidate were conducted on May 11. A final candidate was presented to the PCDC Board for action on May 17. The Board is forwarding the contract to the City Council for final approval. All PCDC contracts that exceed $50,000 must be approved by the City Council.
