Title
Discuss and consider action to approve a professional services supplemental agreement with Kimley-Horn and Associates, Inc. in the amount of $1,130,883.20 for professional engineering services associated with the Wilbarger Creek Wastewater Interceptor project and authorizing the City Manager to execute the same.

Summary
This item is for Design and Bid of the proposed Wilbarger Creek Wastewater Interceptor project, identified as Project 8 in the adopted 2020 Wastewater Master Plan. The project includes approximately 13,000 LF of 54-inch diameter wastewater interceptor that will convey flows from the Carmel Lift Station to the proposed Wilbarger Creek Regional Wastewater Treatment Facility (RWWTF). The Wilbarger Creek RWWTF project is part of a separate agenda item.

The City’s wastewater service area includes three basins, the Central, Wilbarger, and Cottonwood basins. Currently, lift stations and pumping infrastructure is in place to convey wastewater flows across basins to the Central Wastewater Treatment Plant.

The adopted 2020 Wastewater Master PIan recommended the City proceed with improvement projects in the Wilbarger Basin to provide conveyance of wastewater from the Wilbarger and Cottonwood basins to a new wastewater treatment plant in the Wilbarger Basin. The 2020 Wastewater Master Plan indicates that these improvements will need to be in service by late 2024 to meet the City’s projected growth needs.

The Wilbarger Creek Regional Wastewater Interceptor project was approved for funding by the Texas Water Development Board (TWDB) as a part of their Clean Water State Revolving Fund (CWSRF) program. The planning, design, and construction of the Wilbarger Creek Interceptor is anticipated to be funded by the TWDB CWSRF program.
