Summary
The City of Pflugerville adopted the attached municipal utility district guidelines on November 8, 2005 following a thorough discussion at a retreat earlier that year. These guidelines were established with the intent of providing "a partnership with Municipal Utility Districts and related entities to develop the community and maintain a regional perspective at a proportional share that ensures quality of life for all Pflugerville residents current and future".
 
The current guidelines are focused on municipal utility districts (MUDs) which are a form of water district, and may also be referred to as a special purpose district. In practice, the guidelines apply to the consent for MUDs as well as Water Control and Improvement Districts (WCIDs). The city council has no established policies associated with the consent of other special purpose districts, such as Municipal Management Districts (MMDs), Public Improvement Districts (PIDs), or Tax Increment Financing districts (TIFs). Special purpose districts are generally created with the consent of the associated city, but may also be created by an act of the Texas Legislature. Typically, consent agreements for water districts have been accompanied by a development agreement as allowed under the Local Government Code, Chapter 212, Subchapter G to address the conceptual plan including land use, lot sizes, street arrangement, and any additional conditions as mutually agreed upon.

The nature and extent of water districts in Pflugerville was a worksession topic on November 27, 2012.
