Summary
This agenda item requests approval of a Professional Services Supplemental Agreement with Freese and Nichols, Inc. in the amount of $1,982,815 for construction phase services associated with the Secondary Colorado River Raw Water Line Project. This item supports the Infrastructure Pillar of the Strategic Plan.
The Secondary Colorado River Raw Waterline project will include improvements to the Colorado River Intake Pump Station (Package 1 and Package 2) and approximately 15 miles of 42-inch water pipeline (Packages 3 and 4), to allow for increase transfer in water supply from the Lower Colorado River Authority (LCRA). The City through a revised agreement with LCRA has increase its annual allotment from 12,000 acre-feet per year to 24,000 acre-feet per year.
The construction phase of this project is estimated to begin in the fall of 2024 and is expected to be complete by summer of 2026 (approximately 21 months). This is with the exception of the pump station equipment pre-purchase package (Package 1) which is currently underway and is expected to be complete by fall of 2024.
This Agreement provides professional construction phase services to ensure that the project construction is conducted to the standards required by the City of Pflugerville. The scope of work is based upon the assumption that one general contractor will be awarded Package 2 and one general contractor will be awarded Packages 3 and 4.
