Discussion regarding the project status and Construction Manager-at-Risk (CMAR) project delivery method for the construction of the Secondary Colorado River Raw Water Line Project.

Summary
The Secondary Colorado River Raw Water Line Project is currently in design and has recently completed the solicitation process for a Construction Manager at Risk (CMAR) evaluation. This presentation provides an overview of project status to date and the recommendations for the upcoming procurement process and path moving forward.

City Team has coordinated with Freese and Nichols, Inc. as the Design Consultant and CP&Y, Inc. as the City's Owner's Representative for the following items:

I. Project Update - information for what has been completed to date
II. Project Delivery Method - follow up on status of use of a Construction Manager-at-Risk (CMAR) delivery method
III. Project Timeline - update for shifts in the project timeline to begin advertisement and bidding, as well construction
IV. Direction - path moving forward for the Team on the project


Prior City Council Action:
On March 10, 2020, City Council approved a professional services agreement with Garver in the amount of $199,820 to provide owner representative services associated with the Surface Water Treatment Plant Expansion Project including an evaluation of water supply alternatives.
On July 28, 2020, City Council received a presentation during the worksession regarding the Water Treatment Plant Expansion Alternatives Analysis including water supply alternatives.
On August 25, 2020, City Council approved a professional services supplemental agreement with Garver in the amount of $1,220,657.00 to provide owner representative services associated with the Surface Water Treatment Plant Expansion Project which included water rights acquisition support.
