Discuss and consider action to approve purchase agreements with WatchGuard for the purchase of 49 in-car video camera systems and 2 motorcycle systems in the amount of $270,010.50; CapFleet Upfitters for the installation of 49 in-car camera systems in the amount of $70,970.00; and, GTS Technology Solutions in the amount of $192,175.97 for five year data storage equipment for the in-car camera systems for the Pflugerville Police Department and authorizing the Interim City Manager to execute same. These agreements total $533,156.47.
Summary
Over the past 18 months, the City of Pflugerville Police Department has reviewed options and vendors for a new in-car video system for the Pflugerville Police Department 49 vehicle fleet. The Department has selected the WatchGuard system due to its easy-to-use interface and true integration with the Police Department CAD/RMS Spillman system. In an internal survey conducted by the city's Information Technology (IT) staff, 77% of Pflugerville Police officers preferred this system over other proposed systems. The project includes a full turn-key solution for 5 years with a 5-year warranty for the in-car video systems, a lifetime warranty on installation, and data storage adequate for the car video system as well as a proposed expansion of the department's body camera system. The WatchGuard system is used by many agencies including the Department of Public Safety (DPS) and Houston Police Department. City IT staff has worked with the vendors to determine that 120 terabytes (TB) of storage is adequate for the system for the next five years.
Status
City Councilmembers had the opportunity to view the Watchguard system and speak with a WatchGuard representative at the March 13, 2018 product demonstration prior to the City Council meeting.
