Title
Discuss and consider action to authorize the City Manager to execute a professional services agreement with Freese and Nichols, Inc. for design phase services for the Old Austin-Hutto Road capital improvement project in an amount not to exceed $215,969.

Summary
City staff recommends Freese and Nichols, Inc. to provide design phase services for the Old Austin-Hutto Road CIP project. This project will include preliminary engineering, final design with construction plans, permitting and an engineer’s opinion of most probable construction cost related to roadway improvements for a 3-lane section of roadway along the full length of the project limits. Drainage improvements at the low water crossing will be included to provide mitigation of existing flooding conditions.

This project may also include street lights, traffic control and/or adjustment of existing utilities.

Preparation of the final engineering construction documents shall include items as described and outlined in the attached Professional Services Agreement and Scope of Services provided by Freese and Nichols, Inc.
This project will be designed in accordance with the City of Pflugerville’s latest Edition of the Uniform Development Code and latest Edition of the Engineering Design Manual & Construction Standards.

Design Phase Services for the Old Austin-Hutto Road project are to be performed for an amount not to exceed $215,969. Included in the amount are Preliminary Design, Final Construction Plans, and an engineer’s opinion of probable construction cost (refer to the attached Professional Services Agreement and Attachment 1: Scope of Services).

Prior City Council Action
Freese and Nichols, Inc. was selected as the engineering consultant for this project on January 13, 2015.

Fiscal Impact
The project funding is from existing street bond funds.
