Discuss and consider action to approve a resolution appointing representatives to the Austin Executive Airport Joint Zoning Board and Airport Board of Adjustment.
Summary
The Austin Executive Airport is requesting the City of Pflugerville's participation in a Joint Airport Zoning Board that will serve to create an ordinance addressing heights and hazards in order to ensure the long term viability of the airport (reference letter attached). While height and hazard considerations have been in place upon the establishment of the expanded airport, Chapter 241 of the Texas Local Government Code includes provisions for municipal and county zoning authority around airports. The goal of the board is to create an ordinance that can then be adopted by local governments as an overlay zoning that serves to protect the longevity of the airport by establishing zoning regulations for a defined airport hazard area. The Joint Zoning Board is governed by the Local Government Code and will consist of two (2) representatives from each of the surrounding communities: Pflugerville, Round Rock, Austin, and Manor as well as Travis and Williamson Counties. Members of the board may consist of elected officials, staff or members of the community.

Additionally, a city representative is appointed to the Airport Zoning Board of Adjustment (BOA). The Airport BOA will function in a similar manner to the City's BOA and will consider any variance requests, should they arise, to the adopted airport zoning ordinance.

Previous City Council Action
The City Council considered this item on January 26, 2016 and tabled the item to allow staff to present additional information on how this will affect Pflugerville. Preliminarily, the most constrained airspace is in the vicinity of SH 130 and Pecan Street.
