Title
Approving the procurement of Supervisory Control and Data Acquisition network switches in the amount of $134,037, and authorizing the City Manager to execute the same.

Summary
As part of the FY2026 budget, City staff allocated funding to procure network equipment to separate the City's Supervisory Control and Data Acquisition (SCADA) network away from the City's Enterprise network to remove the water and wastewater systems data from the a network that is connected to the internet. This allows for much greater security for the City's critical infrastructure systems that control our water and wastewater facilities. This migration to a separate network will create a complete air gap between the City's SCADA network and the City's Enterprise IT network. The network switches are the largest purchase of equipment that was allocated as part of the FY2026 budget as there is a significant volume of these switches and the lead time can vary depending on availability. The budgeted amount for this network migration to a dedicated SCADA network in FY2026 is $275,000 which will also allow for additional smaller equipment to purchase after these switches are ordered and installed.

City staff engaged a variety of different firms that can provide these switches and chose to utilize Industrial Networking Solutions as they were both provided the lowest cost for the equipment and were also part of an Omnia Partners purchasing cooperative that has already been competitively bid out to provide the best value to the City.

This item is supported by the Residential and Node Development and Economic and Business Development pillars of the Strategic Plan by ensuring continued robust operation of the City’s infrastructure systems to support the ability to foster these pillars of the Strategic Plan.
