Summary
The City of Pflugerville solicited requests for qualifications from professional construction management firms for services associated with the On-Call Third-Party Construction Inspection Services project (the "Project"). City staff received seven (7) statements of qualifications (SOQs) which were reviewed, scored and ranked. Staff recommends the selection of ECM, International, Inc. (ECM) as one of two consultants for professional construction management services associated with various City capital improvement projects.

City Staff, as collaborated by Engineering Capital Improvement and the Planning and Development Services teams, submits this request in support of construction inspection services on an as-needed basis determined to maintain quality control of projects during construction. Both departments may benefit from use of these services. The Project includes the performance of On-Call Third-Party Construction Inspection Services for the remainder of Fiscal Year 2022 and will be evaluated on as needed for Fiscal Year 2023 and beyond when construction contracts increase.

ECM will operate as an extension of and in complete cooperation with, the City for all services related to inspections and oversight of testing for utilities, roadways, drainage, soils, flexible base, asphaltic concrete, and other materials typically used on public infrastructure projects. ECM will supplement existing City staff to ensure quality, resilience and operability of constructed improvements for ongoing and upcoming City projects.

The Scope of Services includes Construction Phase Oversight, Construction Phase Resident Project Representation, and Quality Assurance Material Testing Coordination.
