Presentation regarding the 2025/2026 Charter Review Commission Report.
Summary
The Charter Review Commission conducted its final meeting on June 4, 2026 and approved the final report of recommendations and amendments. The following are the changes to the report from the May 19, 2026 joint meeting with the Commission and City Council.
Amendment 10 to Section 3.15 to remove authority of Councilmember to submit an ordinance for the agenda as this language is redundant to authority provided in Section 3.05, and remove requirement that ordinances must be adopted at two council meetings unless council, but majority vote, requires an additional reading.
Revised amendment 11 to simplify references to state law.
Amendment 17 clarifying that City Council must comply with the Texas Open Meetings Act.
Revised amendment 18 to amend 9.03 to add requirements governing how the City's annual budget is developed and to specify the information it must include.
Revised amendment 21 specifying how the public participates in council meeting.
