Summary
The City of Pflugerville first adopted its Unified Development Code (UDC) in 2009, with a significant update in 2015. While minor amendments have occurred since, this project represents the first major UDC update in nearly a decade. The update is a key step in implementing the Aspire Pflugerville 2040 Comprehensive Plan, adopted in April 2022.

Freese and Nichols, Inc. has been selected as the consultant to lead this update. Freese and Nichols has previously worked with the City on the development of the Aspire 2040 Comprehensive Plan and zoning corridor amendments, providing them with a strong understanding of the community’s goals and planning context. Their scope includes a comprehensive review of the current UDC, public engagement, and preparation of amendments to align development regulations with the City's vision for growth, sustainability, housing diversity, economic opportunity, and infrastructure efficiency. A fee not to exceed Three Hundred Ninety-Nine Thousand Eight Hundred Dollars ($399,800) for Basic Services, plus an amount not to exceed Thirty Thousand Dollars ($30,000) for Special Services, as total compensation.

This update will ensure the UDC supports guiding principles such as equity, fiscal responsibility, environmental sustainability, and neighborhood vitality. Public outreach will include at least two engagement events, with one in-person, and the consultant will also develop project branding to carry through all phases.
