Title
Authorizing the City Manager to execute Supplement #2 to the existing design agreement with Halff Associates, Inc. for utility relocation coordination, construction materials testing and additional design services related to right of way and easement acquisition for the Heatherwilde Boulevard Widening, Drainage and Utility Improvements CIP project in an amount not to exceed $88,915.

Summary
The initial design contract with Halff Associates, Inc. for the Heathewilde Boulevard Widening project was initiated in May 2009. Due to previous lack of funding and City staffing issues the project has been placed on hold at periodic times. Currently the overall design of the Heatherwilde Boulevard Widening project is approaching completion with remaining easement and right of way acquisition underway. Construction plans are being finalized in anticipation of a 2014 general bond election for funding of construction.

Supplement #1 to the design agreement executed in March of 2012 did not include utility coordination, TDLR (Texas Department of Licensing and Regulation) project review and registration, and materials testing services in the scope of work. City staff requested Halff Associates Inc. provide a final supplement to the design agreement which would include all necessary utility coordination, TDLR review and materials testing services necessary for construction of the project. Staff also requested that additional design services be provided as a result of easement and right of way negotiations necessary for the project design completion.

Halff Associates Inc. submitted a Supplement #2 scope and fee in an amount not to exceed $88,915. The attached Supplement has been reviewed and approved by the City Attorney.

Supplement #1 to the design agreement was executed on February 8, 2011.
Original design agreement was executed on May 11, 2009.
