Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville, Texas Code of Ordinances, by amending Title VII Traffic Code, Chapter 71 Parking Regulations, section 71.05 parking prohibited in certain designated areas by establishing an additional No Parking Zone on Picadilly Drive between 7:00 a.m. and 4:00 p.m.; providing for a violation of section 71.05 as a misdemeanor and a fine amount not to exceed $500.00; providing that this ordinance shall be cumulative; repealing all ordinances to the extent they are in conflict; providing for severability; and providing an effective date.
Summary
The purpose of this item is to amend Chapter 71 of the Code of Ordinances relating to parking on city streets by adding no parking zones along Picadilly Drive between Grand Avenue Parkway and Bishopsgate Drive.
Construction to merge the Windermere Elementary and Primary campuses into a singular Windermere Elementary campus is currently underway and scheduled for completion in April 2020. Pflugerville ISD and campus staff have approached City staff to assist with traffic and circulation issues affecting the school day, primarily during drop-off and pick-up times. No parking is proposed between 7 am and 4 pm along both sides of Picadilly Drive to manage traffic during this congested period. In addition, a no left turn prohibition will be added at the eastern most driveway.
Engineering has already coordinated with Public Works and PfISD Police to install and bag no parking signs upon the first reading of the proposed ordinance and unbagging them immediately following the second reading to become effective. PfISD Police enforcement officers will enforce these sign regulations.
