Title
Consider a Final Plat with Subdivision Variance for Highland Park Phase B-3; a 2.99-acre tract of land out of the Thomas G. Stuart Survey No. 6, Abstract No. 689, in Pflugerville, Texas.

Summary
LOCATION:
The property is located generally southeast of the Craters of the Moon Blvd. and Kingston Lacy Blvd. intersection, along the east side of Kingston Lacy Blvd.

ZONING:
The subject property is zoned Alternative Land Use Regulation (ALUR).

Analysis
The proposed Final Plat consists of 11 lots in 3 blocks. A segment of Bryce Canyon Dr. and Sleeping Bear Dunes Dr. along with an alley segment are included in the plat. No public parkland is proposed at this time. The final plat coincides with the preliminary plan phasing.

The Subdivision Variance is related to a technical requirement for fiscal security in the amount of 110% to be provided with a final plat if the public improvements have not already been accepted. The intent of the requirement is to provide assurance to the City that the public improvements will be constructed prior to lots being sold. Construction documents have been approved for this phase and construction of the public improvements is underway, however is not yet complete. In lieu of paying 110% fiscal for the entire project, the applicant has proposed to pay 110% of the cost of the improvements remaining to be constructed at time of approval of the final plat.

INFRASTRUCTURE IMPACTS:

Transportation: The proposed subdivision will obtain vehicle access from Kingston Lacy Blvd.

Traffic Impact: The proposed subdivision will not have further impact to the road infrastructure.

Water and Sewer: Water and wastewater will continue to be provided by the City of Pflugerville.

Parks: No parkland is proposed with this final plat. The amount of parkland required for the Highland Park subdivision is 122.9 acres. A total of 95.21 acres of parkland was conveyed earlier this year.
