Title
Approving a construction contract with G. Creek Construction in the amount of $1,210,786 for construction services associated with the Murchison Park/Mallard Pond Project, and authorizing the City Manager to execute the same.

Summary
The Mallard Pond Project (CIP# PA2009 Murchison Park), part of the 2020 Parks Bond Improvement Program, upgrades the park that was initially constructed in 2004 and now 20 years old and due for additional amenities. The project scope includes trail improvements and expansions, site furnishings such as benches, water fountains, and picnic tables, overlook locations, and landscape enhancements, and as a bid alternate, a playground and open air pavilion.

City staff conducted a competitive sealed proposal bid process and received four proposals. Staff evaluated the proposals and recommends City Council approve a construction contract with G.Creek Construction for $1,210,786 as the "best value" for the city. That total includes the bid alternate at a cost of $432,468.50. The total CIP FY25 budget for construction is $681,112, for design is $259,960, for equipment is $50,000 and for contingency is $15,000, for a total budget of $1,006,072. Though over the CIP budget, additional contingency funding is available in the overall parks CIP.

The construction duration for the project is approximately 18 months with an anticipated notice to proceed issued in January 2025.

This initiative aligns with the Infrastructure and Services pillar of the City’s Strategic Plan, furthering efforts to enhance community amenities and recreational spaces.

Prior City Council Action
City Council approved the purchase of equipment from Playwell and installation from Playworks to provide playground replacements at Mallard Pond Park on March 12, 2024.
