Approving a work authorization with Seven Arrows Land Staff, LLC in the amount of $278,800 for right-of-way and appraisal services associated with the SH 130 Water Line Project, and authorizing the City Manager to execute the same.

Summary
The proposed agenda item requests approval of a Work Authorization with Seven Arrows Land Staff, LLC. (7 Arrows)staff to provide right-of-way and appraisal services for the SH 130 Water Line Project.

On August 9, 2022, City Council approved a professional services agreement with Walker Partners, LLC., Inc. to provide design and bid phase services for the SH 130 Water Line project. The SH 130 Water Line project will provide increased water capacity, provide improved fire flow protection, promote development along the SH 45 corridor and provide a robust infrastructure to benefit the residents of the City of Pflugerville. The design phase has progressed to 30% completion, finalizing the alignment. The alignment identified seventeen (17) parcels of land within the project limits. At this time, it is critical to begin the property acquisition coordination with the effected property owners and the project team to maintain the project schedule.

The proposed work authorization includes a comprehensive list of services related to the necessary property acquisition on seventeen parcels of land for the project. The scope of work includes:
1. Obtain right-of-entries
2. Maintain administrative documents and assist with recordation of easements
3. Property record research
4. Appraisal reports
5. Owner negotiations
6.Project management
If litigation work must be completed additional services will be negotiated.

This item supports the infrastructure pillar of the Strategic Plan by expanding the City’s water capacity for present and future needs.
