Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending Title XV Land Usage, Chapter 153 of the Code of Ordinances of the City of Pflugerville, Texas, by amending the Aspire Pflugerville 2040 Comprehensive Plan adopted by the Ordinance No. 1545-22-04-26, to incorporate the Pflugerville Pforward Master Mobility Plan; providing for repeal of conflicting ordinances; providing for severability; and providing an effective date.

Summary
On May 13, 2025, the City Council held a public hearing and approved first reading of the ordinance with the condition that the bike lanes be reconsidered in the roadway cross sections. To address the concerns, the roadway cross sections have been separated into an "interim cross section" which will be used when roadways are initially constructed and an "ultimate cross section" which reflects the long term intent of how the roadways will be established. The plan clarifies that the interim cross section will require the bike lane on the north and west sides of roadways at time of construction and recommends a policy requiring 'fee in lieu' payments for bike lanes as a development condition when interim road cross sections on the south or east sides do not initially include bike lane construction. This adjustment ensures a safe bike travel lane for pedal and two wheeled low speed vehicles are provided at time of construction and affords the city with a funding mechanism for future bike lane construction within the allotted right of way once the demand has been established.
