Summary
This agenda item requests approval of a construction contract with E-Z Bel Construction, LLC in the amount of $287,467 for the Heatherwilde Boulevard at Settlers Valley Drive Traffic Signal (Project). This item supports the Infrastructure pillar of the Strategic Plan by maintaining a robust and resilient roadway infrastructure that exceeds expectations.

The City of Pflugerville solicited requests for qualifications from engineering firms to provide Professional Services for the Traffic Signal Management projects and implementation of the Pflugerville Signal System Assessment & Improvement Plan for two or more firms over a three (3) year period. Projects may include design phase, bidding and construction phase and project management services for approximately 45 existing traffic signals in the city and any new signals.

On September 28, 2021 the City of Pflugerville approved and executed the Professional Services Agreement with Halff Associates, Inc. for the engineering design of the Heatherwilde Boulevard at Settlers Valley Drive traffic signal project. This project includes construction of a new traffic signal at the intersection of Heatherwilde Boulevard at Settlers Valley Drive.

Halff Associates, the project’s design consultant, and City staff completed design work for this project in October 2023.

The competitive sealed proposal method was selected as the best value method for bidding this project. This project was bid pursuant to Section 2269.151 of the Texas Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.

E-Z Bel Construction, LLC was the low bidder with a bid of $287,467. The engineer’s estimated cost was $578,752.
