Discussion regarding consolidation of right of way acquisitions at a project level.
Summary
A significant number of capital improvement projects include the construction of roadways and utilities in new locations which necessitates acquiring right of way or easements for the new improvements. Several projects have more than 5 parcels requiring right of way acquisition or easement acquisition, or temporary easement acquisition to facilitate the construction of the project. Recognizing that several factors led to longer than desirable schedule timeframes staff has worked with consultants on process improvements. The proposed process improvement requests Council to authorize an acquisition budget on a project-by-project basis. This process will be explained and discussed.
