Title
Approving the selection of CobbFendley & Associates, Inc. for professional engineering services associated with the water line rehabilitation projects identified within the Water Master Plan and authorizing the City Manager to execute a professional services agreement in the amount of $95,000.00.

Summary
In the City of Pflugerville approved 2020 Water Master Plan, water rehabilitation projects were identified as a result of a risk-based assessment of all water pipelines and certain water storage tanks to assist in the prioritization of recommended operations and maintenance improvements. The proposed request is for approval for selection of consultant and approval for a professional services agreement with the City. This project supports the 2021-2025 Strategic Plan #3 for Infrastructure, "Maintain infrastructure to ensure resiliency and operability at all times."

The City of Pflugerville solicited requests for qualifications (RFQ) from qualified engineering firms to provide professional engineering services associated with the Water System Rehabilitation Projects identified in the 2020 Water Master Plan. The objective of the RFQ solicitation was to identify and engage the most qualified consulting firm to assist the City in further assessing the twelve (12) identified Water lines Rehabilitation projects.

The City received eight (8) Statements of Qualifications (SOQs) from interested firms on August 26, 2021. A Selection Committee made up of City Staff reviewed and scored the SOQs based on the RFQ scoring criteria and unanimously agreed CobbFendley & Associates (CFA) obtained the greatest score as the recommended consulting firm and no further interviews were required.
