Discuss and consider action to approve a Pflugerville Community Development Corporation (PCDC) Professional Services Agreement with Pvilion, Inc. for Project Management Services for Grid Tied LED Light Poles with Solar Panels.

Summary
The Pflugerville Community Development Corporation (PCDC) in partnership with the Pflugerville Downtown Association (PDA) and the City of Pflugerville have agreed to replace eight (8) street light poles with antique solar powered light poles on Pecan Street in downtown Pflugerville as Phase One of the proposed project. PCDC will contribute $30,000, PDA will contribute $20,000 and the City has agreed to install the new light poles. PCDC has applied for a grant from the State Energy Conservation Office (SECO) for an additional 30 poles ($187,000) to complete the downtown lighting project as Phase Two.

The solar panels will not entirely power the proposed street lights, but instead will be 'grid tied' feeding power into the electric grid. Agreements formalizing this arrangement need to be finalized among Oncor and the City who would be the owner of the non standard street lights. Due to the uniqueness of the installation, PCDC staff will request funding for redundant parts should the new street light standards be damaged or need replacement. Existing poles and associated existing wires may not be able to be relocated resulting in a proliferation of poles in the public right of way. It is city staff understanding that to advance this project, construction plans may need to be prepared in order to install the lighting and secure required permits from TxDOT. Due to the limited area to install the poles and site conditions, installation may require the acquisition of a contractor. Additional field work and surveying may also be necessary to ensure that the installations due not adversely affect accessibility requirements within the public sidewalk area.
