Approving a work authorization with Seven Arrows Land Staff, LLC in the amount of $164,000 for right-of-way and appraisal services associated with the 12- Inch Looping Improvements in 794’ Pressure Zone Project, and authorizing the City Manager to execute the same.

Summary
The proposed agenda item requests approval of a Work Authorization with Seven Arrows Land Staff, LLC (7 Arrows) to provide right-of-way and appraisal services for the 12- Inch Water Line Looping Improvements in the 794’ Pressure Zone Project.

On June 25, 2024, City Council approved a professional services agreement with Binkley and Barfield, Inc to provide preliminary engineering services for the 12- Inch Water Line Looping Improvements project in the 794’ Pressure Zone. The water lines will provide a resilient water supply to the Carmel neighborhood as well as the developments along Cameron Rd.The design is progressing, and a preliminary alignment has been established. While this alignment currently includes ten (10) parcels of land that will be impacted by easement acquisition within the project limits, the number may decrease as the alignment is finalized and collaboration with property owners continue. At this time, it is critical to begin the property acquisition coordination with the effected property owners and the project team to maintain the project schedule.

The proposed work authorization includes a comprehensive list of services related to the necessary property acquisition on ten parcels of land for the project. The scope of work includes:

1. Obtain right-of-entries
2. Maintain administrative documents and assist with recordation of easements
3. Property record research
4. Appraisal reports
5. Owner negotiations
6. Project management

If litigation work must be completed additional services will be negotiated.

Seven Arrows Land Staff, LLC continues to be a valuable partner to the City, collaborating closely on the City’s right-of-way acquisition projects.
