Discuss and consider proposed funding and construction of public sidewalks along FM 685 and Dessau Road.
 
Summary
As discussion and analysis of proposed projects to be considered for inclusion on a possible general obligation (GO) bond election in November of 2014 continues, City Council requested additional information regarding the construction of pedestrian sidewalks along FM 685 from FM 1825 / Pecan Street to Town Center Drive and on Dessau Road from Oxford Drive to Pecan Street. Staff has prepared exhibits and cost estimates for each section of sidewalk which are attachments to this agenda item.
 
Funding for such a project may originate from multiple sources including but not limited to, certificates of obligation (CO's), Community Development Block Grant (CDBG) funds, grant funding such as Transportation Alternatives Program funds, existing sidewalk escrow funds, property assessments or a combination of these. It is a requirement of private development to construct sidewalk segments as development occurs along the frontage of each site being developed.
 
Prior City Council Action
Proactive sidewalk construction was discussed in the context of capital improvement planning with the Planning and Zoning Commission on May 13, 2014, and more thoroughly by City Council on May 27, 2014. City Council requested further refinement of the sidewalk construction options to account for sidewalks that are not yet constructed but pending as shown on the attached map because they are committed with new site construction obligations for projects such as Hawaiian Falls, Aldi and Advance Auto Parts along the east side of FM 685.

The costs of each of the segments shown on the attachments range from $120,000 to $723,000. Additional information is provided on the attached maps.
