Summary
This agenda item is to approve a professional services supplemental agreement with Garver LLC in the amount of $6,881,860 for Construction Engineering Administration services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project (Project). This item supports by the infrastructure pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.
The project is included in the 2020 Wastewater Master PIan recommended the City proceed with improvement projects in the Wilbarger Basin to provide wastewater treatment for the Wilbarger and Cottonwood sanitary service area basins.
In June of 2021, the City retained the services of Garver, LLC to provide Design and Bid Phase services. The design of this Project is complete, and the project has reached the construction phase. In January 2023, the Project was advertised for Construction Manager at Risk Alternative Delivery method. The professional service agreement with Garver, LLC is to be amended to include Construction Engineering Administration services, which is the role of the Engineer of Record during the construction phase.
The scope of services included are: engineering support services during the pre-construction phase where certain adjustments to the design may be identified, evaluated and included in the construction. These services are identified as time and materials, for up to four structures, and only to be performed when authorized by city staff.
