Summary
A large sink hole opened on Steeds Crossing east of Fast Filly Lane after the Memorial Day 2015 rainfall and flood event. Because of the size and location of the sink hole, staff has closed the roadway to through traffic.
The sink hole was caused by the collapse of a large corrugated metal storm sewer pipe due to rust and corrosion. This repair will replace the corrugated metal pipe with approximately 120’ of 60-inch reinforced concrete pipe and one junction box.
The replacement of the pipe is beyond the capabilities of the city staff, so we have contacted several contractors to request emergency bids to replace the pipe. Three (3) contractors responded with bids; Smith Contracting Co. was the lowest bidder at $134,000. Staff has reviewed the bid and work was authorized following the disaster declaration. The City also requested the services of Pre Test Laboratory for materials testing services related to the Steeds Crossing repair. The fee for those services are $1,820. It is requested that the City Council approve payment for the emergency expenditures.
Flood waters also overtopped Railroad Ave. during the same rainfall event Memorial Day 2015. The force of the water over the roadway undermined concrete rip rap protecting the downstream edge of the roadway embankments approaching the Railroad Ave. bridge. The flood water actually washed away a section of the concrete rip rap at the south end of the bridge and eroded the embankment exposing the end of the bridge and the pavement to potential damage. We have had to close the travel lane adjacent to the washout due to stability concerns about the existing pavement.
