Discuss and consider action regarding the allocation of long term planning services identified in the Administration FY 18 budget.
Summary
The City's approved budget for FY 18 includes $500,000 for long term planning services. The allocation and appropriation of these funds toward specific long term planning initiatives requires direction from the City Council. Staff recommends one-half of these funds, or $250,000, be allocated to fund the master transportation plan update. The request for qualifications (RFQ) would be issued in May.
Staff does not recommend proceeding with a comprehensive plan update at this time.
The remaining funds can then be applied to complement various facility planning efforts and options, such as:
- Public Works master plan
- Recreation Center / Senior Center needs assessment and feasibility study
- Aquatics needs assessment and master plan.
Deadline for City Council Action
Direction and action is requested on April 24, 2018.
Projected Future City Council Action
Recommended new or expanded facilities will most likely require voter approved general obligation bonds.
Fiscal Impact
$500,000 as identified in the FY 18 budget in the Other Professional Fees line item in the general fund Administration budget.
Staff Recommendation
Staff recommends allocating the funds as presented to further the city's critical facility needs.
