Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas Amending the City of Pflugerville, Texas Code of Ordinances, Chapter 72 regarding Speed Limits on City Streets (Kelly Lane) to establish prima facie maximum speeds for construction or maintenance work zones; Providing for a penalty for a violation of Chapter 72 as a Class C Misdemeanor; Repealing all Ordinances to the extent they are in conflict for the duration of this ordinance; Providing for severability; and providing an effective date.

Summary
This agenda item is a request for approval by City Council to reduce the regulatory speed on Kelly Lane as part of the Phase 2 construction project. The proposed speed reduction for a 30 mile-per-hour (MPH) construction work zone to provide safety of workers and motorist during construction to complete the roadway widening capital improvements. Reducing vehicle speeds in work zones is important when workers are exposed to moving traffic in addition to positive protection provide highest safety for construction work zone.

The City is amending Chapter 72 of our Code of Ordinances specifically relating to speed limits on city streets by amending existing streets with posted speed limits other than the prima facie speed of 30 mph. This action updates the ordinance to ensure compliance with state law in order to enforce speed limits on city streets and for the safety of the motoring public due to road construction. This speed reduction will be in effect starting March 2022 and will remain restricted for a period of eighteen months or until construction has been completed.
