Approving a Professional Services Agreement with CP&Y, Inc. in the amount of $621,849.01 for professional engineering services associated with the Melber Lane Roadway project

Summary
The Professional Engineering Contract with CP&Y for the Melber Lane Project includes the following:
· An alignment study for the proposed Melber Lane to its existing intersection at Cele Rd as shown in Exhibit A. This study will determine the best ultimate alignment of the roadway to assist in future right-of-way dedication.
· Preliminary engineering (30% design) for the ultimate four-lane divided section of Melber Lane from Cameron Road to Pleasanton Parkway and the realignment of existing Cameron Road at its proposed intersection with Melber Lane. Exhibit B from the Carmel Development Agreement depicts the portions of the roadway to be built by the City (highlighted in black and blue). This entire section will not be built at this time, but performing the preliminary engineering will assist the city in budgeting for future improvements, and
· Development of plans, specifications and estimate (PS&E) for the portion of the project the City will be constructing in the near future and includes realignment of Cameron Road and one-half (two lanes) of the ultimate four lanes of Melber Lane from Cameron Road to the first entrance to the 1849 Park.

Funding for this project is coming from FY2019 Certificates of Obligation ($360,000) and funding provided by the Carmel Development Agreement.

Prior City Council Action
CP&Y, Inc. is one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting.
