Authorize the City Manager to execute an agreement with HDR Engineering, Inc. to provide a temporary cathodic protection system for the high service pump station at the Pflugerville water treatment plant.
Summary
The high service pump station at the Pflugerville water treatment plant was built as part of the same construction contract as the Lake Pflugerville pump station which has experienced the major corrosion problem in the pump cans. Both pump stations were designed by HDR, and both pump stations used the same materials and design for their respective pump cans. HDR has expressed a concern that the high service pump station could be experiencing the same corrosion problem experienced by the Lake Pflugerville pump station.
On June 24, 2014, the City Council accepted a proposal from HDR to install cathodic protection at the high service pump station at the Pflugerville water treatment plant. This agenda item is approving the agreement along with the scope of work for that proposal. HDR will provide all design services associated with the installation, acquire a contractor to perform the work and pay for the cost of the installation.
 
Freese and Nichols performed a peer review of the proposal and concurs that it is an appropriate action to take. In addition, Freese and Nichols has also made recommendations for monitoring the installation. This action will be a temporary measure and HDR will perform further investigation during the winter.  
The City Attorney has reviewed this agreement.
Deadline for City Council Action
Action is requested at the July 22, 2014 meeting.
 
Fiscal Impact
HDR has proposed to cover all costs for the scope of work described in the agreement.
