Approving an encroachment agreement with Oncor Electric Delivery Company, LLC associated with the Secondary Colorado River Raw Water Line project, and authorizing the City Manager to execute the same.
Summary
As part of the Secondary Colorado River Raw Water Pipeline project, the City will need to cross an existing Oncor electrical easement to install the 42” raw water pipeline within the City of Pflugerville south of Lake Pflugerville. After this was identified, staff worked with Oncor Electric Delivery to formalize the exact crossing details and alignment of the existing electrical easement to keep the project moving and to ensure that there would not be any ongoing maintenance issues either with the electrical easement in place or with the construction of the raw water pipeline.
As the City’s raw water line will need to cross this easement and will need to encroach on the electrical easement to construct the pipeline, staff worked with Oncor to coordinate the logistics of the crossing to ensure that during the construction, no damage will occur to the existing electrical lines or impede Oncor’s ability to maintain the electrical lines during the construction of the pipeline. The Oncor Encroachment Agreement being considered is Oncor’s standard Encroachment Agreement and has been reviewed and approved by the City’s legal team.
This encroachment agreement supports the City’s Infrastructure Strategic Goal as it allows for the City to continue to move forward to construct the City’s raw water pipeline to deliver a robust raw water delivery system for the City of Pflugerville.
