Discuss and consider action regarding proposed short-term solutions for the animal shelter, as well as an update regarding efforts for long-term solutions.

Summary
This item has been included on the agenda to allow for the City Council to provide staff direction regarding short term issues and a status report and discussion on the related, long term options.

In the short term, staff is currently working with Quorum Architects to develop interim plans to add capacity at the exisiting shelter on Waterbrook. The intent of the added capacity is to alleviate crowding and provide a stop gap through at least the next three years. The Animal Shelter Technical Committee met on December 3 to review plans provided by Quorum. The results of this meeting and recommendations will be provided in conjunction with this item on December 9.

In the long term, staff continues to evaluate the Statements of Qualification received on November 17 as a result of a Request for Qualifications (RFQ) for architectural and engineering services to provide for a needs assessment and conceptual plan for a future shelter location that was issued on October 31. The evaluation of the submittals was narrowed to three on December 1, and interviews are being scheduled. The proposed location is on Weiss Lane, adjacent to Lake Pflugerville.

Staff has created a webpage (www.pflugervilletx.gov/shelterproject) to provide updates and relevant information to the community and interested stakeholders.

Prior City Council Action
The City Council was provided an update October 28th.

Future City Council Action
A recommendation for consultant selection for the Needs Assessment and Conceptual Design of a New Animal Shelter Facility is anticipated on January 13, 2015.

Fiscal Impact
To be determined.

Staff Recommendation
The results of the Animal Shelter Technical Committee meeting and recommendations will be provided in conjunction with this item on December 9.
