Title
Discuss and consider action amending an PCDC City Services Agreement between the Pflugerville Community Development Corporation, and the City of Pflugerville to include full financial services, and authorizing the Executive Director to execute the same.

Summary
The PCDC discussed the PCDC City Service Agreement during their February 28th Regular Board meeting. Following discussions, the PCDC Executive Director was directed by the board to work with the City of Pflugerville staff and PCDC Attorney to review the agreement and develop a timeline and transition plan and bring the agreement and the plan back to the board for discussion and action.

The PCDC staff reviewed all financial policies, the PCDC Bylaws and the Articles of Incorporation prior to meeting with City Staff on March 11 to discuss the transition plan and timeline. A second meeting was held with the Assistant Finance Director to see a demonstration of the Tyler MUNIS software system and receive an overview of how it works. A final meeting was held with the City Finance Director and the PCDC Staff on March 14 to review the final transition plan and provide additional tasking and timeline input. The final transition and timeline plan as proposed provides the information requested by the board.

With the adoption of this agreement, PCDC will receive financial services similar to those provided to all city departments including, but not limited to, budget creation, monitoring and reporting, and other financial services offered by the City’s existing budget software, thereby eliminating the need for redundant systems and ensuring alignment with City practices.
