Summary
Mr. Gary Oradat has been advising the city on various water issues regarding the provision of water utilities to the City of Pflugerville since last summer as an employee of Lockwood, Andrews and Newnam, Inc. (LAN). He is the former executive director of the Coastal Water Authority and is very familiar with State of Texas staff and the individuals and companies that are involved with the provision of water in the central Texas area and throughout the state. As the City moves forward on several long term strategic issues relating directly to water and wastewater, staff feels that contracting directly with Oradat and Associates is more efficient and cost effective.

Fiscal Impact
The funds for this agreement will be spent from the professional fee category in the Water Utility fund.
