Title

 Approving an ordinance on second reading with the caption reading: AN ORDINANCE OF THE CITY OF PFLUGERVILLE AMENDING SECTION 4 OF THE 2014 ENGINEERING DESIGN MANUAL AND CONSTRUCTION STANDARDS, REPLACING ALL ENGINEERING AND CONSTRUCTION STANDARDS IN CONFLICT; CONTAINING A SAVINGS CLAUSE; CONTAINING A SEVERABILITY CLAUSE; AND PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE.

 

Summary

The proposed amendment to Section 4 of the 2014 Engineering Design Manual and Construction Standards will provide for enhanced watercourse and public health protection, greater consistency, clarity, administration and implementation of drainage policy relating to capturing and controlling peak drainage flow rates prior to exiting a site and/or entering a watercourse.

 

The ordinance has been reviewed by the City Attorney and approved as to form.

 

Prior City Council Action

This ordinance was last amended on February 24, 2015 by Ordinance No. 1206-15-02-24.  At that time, the 2014 Engineering Design Manual and Construction Standards were adopted by City Council.  This ordinance was approved on first reading at the November 8, 2016 meeting.

 

Fiscal Impact

There is no fiscal impact associated with the adoption of this ordinance. A revised 2014 Engineering Design Manual and Construction Standards will be prepared for dissemination.

 

Staff Recommendation

Approve the ordinance on second and final reading.
